1st Philippine IP Peering Forum

The value of the IXPs lie within its peers, that is if they agree to exchange traffic, then IP peering benefits the agreeing parties in terms of improved network performance, better capacity for handling large amounts of traffic, and keeping local traffic local contributing to reduced transit cost and an improved quality of service for end users. These include improved access times for sites or services such as news websites, e-commerce sites, and other websites, and also addresses posting of local caches in the country to make sites or services load faster.

With the increasing reliance on the internet for delivery of government services and day-to-day citizens’ transactions and business operations, the strong market potential poses challenges pertinent to setting up an ecosystem of interconnected and interoperable electronic communications system that is responsive to the needs of a digital society.

While the Philippines has been recipient of various technical capacity building programs from industry leaders as well as internet governance bodies; much opportunities lie on advocating for the formulation of responsive policy coupled with advanced technologies as a future proofing stance. The Philippines further acknowledge that capacity-building shall be made to address the technical requirements IXPs, all of which tied together in an ecosystem of accountable internet related policies.

The use of IXPs have been highlighted in various discussions with the major ISPs, Telecommunications Companies and Content Providers, with said entities having direct access to Content Distribution Networks (CDNs) and vice versa. The Internet is not only built of the technologies, but also the social system that manages and evolves on the infrastructure of the network, as well as the global Information Society that allows the exchange of Internet traffic in a free-market environment among local internet and data service providers.
